Biography

James "Jim" Joyce leads Cognosante’s delivery of state and federal contracts. He is responsible for the project team’s performance, delivery, and customer satisfaction. Mr. Joyce has extensive experience managing IT and healthcare projects in the state, federal, and commercial marketplace.

Mr. Joyce was formerly the MMIS Project Director for the state of Oregon. He led Oregon’s Medicaid Management Information System (MMIS) Replacement effort from inception through planning, requirements, procurement, design, development, and into production. While with the state, he co-founded a state consortium of 10 state MMIS project managers that were involved in MMIS development and replacement projects. In addition, Mr. Joyce assisted five other states with their MMIS projects. Mr. Joyce has more than 10 years of Medicaid experience. Prior to working for the state of Oregon, he was the Chief Operating Officer at Recom Managed Systems and Director of Commercial Accounts at Recom Technologies, both of which were technology services companies providing IT services for federal and commercial clients. Mr. Joyce is retired from the U.S. Air Force where he spent his career in IT systems development and project management, and was an Associate Professor of Computer Science at the Air Force Academy.

Mr. Joyce has more than 33 years of IT development and project management experience with military, federal, state, and commercial programs. He received his Master of Science in Information Systems from the Air Force Institute of Technology and his bachelor’s degree in Computer Science from Oregon State.
