JOB DESCRIPTION
The Proposal Manager will be responsible for managing all areas of proposals. The Proposal Manager will take assignments and instructions from, and provide support directly to, various business developers on a daily basis. The Proposal Manager will report directly to the senior proposal manager.
Key Responsibilities include:
- Use of proposal tools (kickoff package, outline, compliance matrix, schedule) based on solicitation instructions and engage proposal team in a timely manner
- Assign authors and use SMEs as needed to obtain all proposal content needed to develop compliant proposal (ESCs, contracts, etc.)
- Communicate with authors/SMEs in regards to schedule for information and ensure deadlines are met
- Write/rewrite as needed to further ensure compliance and conciseness throughout proposal
- Schedule pink/red team reviews for draft, final, and price at a minimum as schedule allows
- Hold routine stand-up meetings to track action items and proposal development progress
- Work with proposal coordinator as needed to organize all proposal data in central files, maintain version control, track proposal development, manage data calls/responses from vendors and partners
- Gather data from all members of the proposal team and assemble it into a final proposal
- Kickoff pink team/red team reviews, assess reviewer comments, and direct authors in next steps
- Maintain master solicitation documents; Distribute amendments and updates as needed
- Coordinate hand-off of information needed by Contract Management at time of award
- Provide assistance to the department as needed.
- Facilitate process for oral presentations or demos if required, or other activities until proposal is awarded
- Conduct and coordinate post-submittal activities to include debrief, lessons learned, revalidation of strategy, etc
REQUIRED SKILLS
- Ability to interpret a solicitation’s proposal instructions and create appropriate outlines and content
- Ability to analyze solicitation requirements to help identify all data that will be needed
- Ability to analyze proposal development progress and status in relation to defined schedules
- Ability to write non-technical proposal sections effectively and convincingly as needed
- Must have strong interpersonal relations skills, communications skills, enthusiastic attitude, and proactive work ethic
- Strong knowledge of the proposal development process required; Prefer knowledge of Shipley business development lifecycle process
- Strong organizational skills required.
- Must have high-energy work ethic and be available to work non-standard hours during peak season times.
EDUCATION and/or EXPERIENCE
- Bachelor’s degree (B.A. or B.S.) from four-year college or university
- Minimum 5 to 7 years of experience
- Proposal development or proposal coordinator experience
- Extensive applications experience (MS Word, Excel, Salesforce.com, MS SharePoint, etc.)
